Dual Control Car Hire
Terms & Conditions
Last Updated: 13 September 2026
These Terms & Conditions apply to the hire of a dual-control vehicle from Turn2Learn (“Turn2Learn”, “we”, “us” or “our”).
By making a booking and/or signing the rental agreement, the person making the booking (“the Hirer”) agrees to these Terms & Conditions.
Please read them carefully before booking.
1. About the Service
Turn2Learn provides dual-control vehicles for eligible learner drivers to use for private driving practice, practical driving tests and other uses specifically approved by Turn2Learn.
Turn2Learn provides the vehicle only unless another service has expressly been agreed.
Vehicle hire does not include driving tuition or the services of a driving instructor or supervising driver.
The Hirer is responsible for arranging an eligible supervising driver where supervision is legally required.
2. Eligibility to Hire
The learner driver must:
- Be legally entitled to drive the vehicle.
- Hold a valid UK provisional driving licence or other licence specifically accepted by Turn2Learn and its insurer.
- Meet all legal eyesight and medical requirements for driving.
- Comply with any age, licence-history or other eligibility requirements imposed by Turn2Learn’s insurer.
- Provide any identification, licence information or verification requested by Turn2Learn.
- Be covered under the insurance applicable to the hire.
Turn2Learn reserves the right to refuse or cancel a hire where the driver does not meet the applicable legal or insurance requirements.
3. Supervising Driver
Where the vehicle is being driven by a learner outside a professional driving lesson, the learner must be accompanied by a legally eligible supervising driver.
The supervising driver must:
- Be at least 21 years old.
- Hold a full driving licence valid for the type of vehicle being hired.
- Have held the relevant full driving licence for at least three years.
- Not be disqualified from driving.
- Satisfy any additional requirements imposed by Turn2Learn or its insurer.
- Sit in the front passenger seat while supervising the learner.
- Remain alert, attentive and capable of properly supervising the learner at all times.
- Comply with all laws and legal requirements that apply to a person supervising a learner driver.
Conduct While Supervising
The supervising driver has a responsibility to provide proper and continuous supervision. While the learner is driving, the supervising driver must not engage in any activity that could distract them, impair their judgement or prevent them from supervising safely.
This includes, but is not limited to:
- Using a hand-held mobile phone.
- Making or answering hand-held phone calls.
- Reading or sending text messages, emails or social-media messages.
- Browsing or otherwise using a hand-held mobile phone or electronic device.
- Consuming alcohol while supervising.
- Being under the influence of alcohol or illegal drugs.
- Supervising while affected by medication or any substance that impairs their ability to supervise safely.
- Sleeping or failing to remain alert.
- Behaving recklessly, dangerously or negligently.
- Deliberately distracting the learner driver.
- Engaging in any other activity that prevents them from giving the learner their proper attention.
The supervising driver must remain in a fit condition to properly supervise the learner throughout the journey.
The Hirer is responsible for ensuring that the supervising driver is legally eligible and complies with these requirements throughout the hire.
Turn2Learn reserves the right to terminate the hire where it reasonably believes that a supervising driver is acting unlawfully, dangerously, negligently or in a manner that places the learner, vehicle, passengers or other road users at risk.
Any breach may also affect insurance cover where applicable under the relevant insurance policy.
4. Authorised Drivers
Only drivers who have been declared to Turn2Learn and authorised under the hire agreement and applicable insurance may drive the vehicle.
The vehicle must not be driven by any unauthorised person.
Allowing an unauthorised person to drive may invalidate insurance cover and constitute a serious breach of this agreement.
The Hirer may be responsible for losses, damage, charges or liabilities arising from unauthorised use, subject to applicable law and the terms of the insurance policy.
5. Driving Instruction
Hiring a vehicle from Turn2Learn does not mean that Turn2Learn is providing driving instruction.
A family member, friend or other private supervising driver must not accept payment for providing driving instruction or supervision unless legally entitled to do so.
Where paid driving instruction is being provided, the person providing it must hold the appropriate legal authorisation.
6. Insurance
Insurance applicable to the hire will be subject to the terms, conditions, limitations and exclusions of the relevant insurance policy.
The Hirer and all authorised drivers must comply with those requirements.
Insurance may be invalidated or restricted where, for example:
- An unauthorised person drives the vehicle.
- False or misleading information has been provided.
- The vehicle is used for an unauthorised purpose.
- The driver is under the influence of alcohol or drugs.
- The vehicle is driven recklessly, dangerously or unlawfully.
- The vehicle is used outside the permitted geographical area.
- Any other material insurance condition is breached.
Where insurance does not respond because of a breach attributable to the Hirer or an authorised driver, the Hirer may be responsible for resulting losses to the extent permitted by law.
7. Insurance Excess
An insurance excess may apply if the vehicle is damaged, stolen or involved in an incident during the hire.
The applicable excess, if any, will be disclosed as part of the booking or rental agreement.
Where an excess is payable, the Hirer’s liability will be determined by the circumstances of the incident, the rental agreement and the applicable insurance policy.
8. Vehicle Collection
The Hirer must arrive at the agreed collection location and time.
Before releasing the vehicle, Turn2Learn may require:
- The learner driver’s driving licence.
- The supervising driver’s driving licence.
- Proof of identity.
- Proof of address.
- Booking confirmation.
- Any required DVLA verification or licence-check information.
- Any additional documentation reasonably required for insurance or identity verification.
Original documents may be required.
Turn2Learn may refuse to release the vehicle if the required checks cannot be completed or if the Hirer, learner or supervising driver does not meet the applicable requirements.
9. Pre-Hire Vehicle Inspection
The vehicle’s condition may be recorded before the hire begins using photographs, video and/or a vehicle condition report.
The Hirer should inspect the vehicle at collection and immediately notify Turn2Learn of any damage or defect that has not already been recorded.
The Hirer is encouraged to take their own photographs or video at collection.
By accepting the vehicle, the Hirer confirms that any obvious existing damage has been identified or recorded to their reasonable satisfaction.
10. Vehicle Return
The vehicle must be returned:
- On the agreed date.
- By the agreed time.
- To the agreed return location.
- With all supplied equipment, keys and accessories.
- In substantially the same condition as at collection, allowing for reasonable wear and tear.
The Hirer must notify Turn2Learn as soon as possible if they expect to return the vehicle late.
An unauthorised late return may result in reasonable additional hire or administration charges where these have been disclosed or reflect losses reasonably incurred by Turn2Learn.
Continued possession of the vehicle after the agreed return time without Turn2Learn’s permission may also affect insurance cover.
11. Fuel
The vehicle’s fuel level will be recorded at collection.
Unless otherwise agreed, the vehicle must be returned with approximately the same fuel level.
If the vehicle is returned with materially less fuel, Turn2Learn may charge the reasonable cost of replacing the missing fuel together with any administration charge that was clearly disclosed before hire.
No refund is normally provided for additional fuel left in the vehicle unless otherwise agreed.
12. Mileage
Any mileage allowance applicable to the booking will be shown before or at the time of booking.
Where a mileage limit applies, mileage exceeding that allowance may be charged at the rate disclosed in the booking.
The vehicle’s mileage may be recorded at both collection and return.
13. Permitted Use
The vehicle may only be used:
- For lawful driving.
- By authorised drivers.
- Within the geographical area permitted by Turn2Learn and its insurer.
- For learner practice where legally permitted.
- For an approved practical driving test where the booking permits test use.
- In accordance with these Terms and the insurance requirements.
14. Prohibited Use
The vehicle must not be:
- Driven by an unauthorised driver.
- Used for racing, speed trials or competitions.
- Used for drifting or deliberate skidding.
- Used off-road.
- Used for towing unless expressly authorised.
- Used to carry goods or passengers for hire or reward.
- Used for any criminal or unlawful purpose.
- Deliberately overloaded.
- Driven while the driver is impaired by alcohol, drugs or medication.
- Smoked or vaped in.
- Taken outside the authorised geographical area without written permission.
- Used in any way that breaches the applicable insurance policy.
The vehicle must not be deliberately abused or driven in a manner likely to cause avoidable mechanical damage.
15. Motorway Use by Learner Drivers
A learner driver must not drive the vehicle on a motorway while being supervised only by a family member, friend or other private supervising driver.
Learner motorway driving is only permitted where legally allowed, including where the learner is accompanied by an Approved Driving Instructor and the applicable legal and insurance requirements are satisfied.
16. Driving Test Use
Where the vehicle has been hired for a practical driving test, the Hirer is responsible for ensuring that:
- The correct test has been booked.
- The learner is legally entitled to take the test.
- All required documents are available.
- The learner arrives at the test centre on time.
- The vehicle is being used in accordance with Turn2Learn’s booking and insurance conditions.
Turn2Learn does not guarantee that a DVSA examiner will accept the vehicle for a test where an issue arises outside Turn2Learn’s reasonable control.
If the test is cancelled, delayed, terminated or refused because of the learner, supervising driver, documentation, lateness, conduct or another matter outside Turn2Learn’s control, the normal booking charges may remain payable.
If Turn2Learn cannot provide the booked vehicle because of a fault, breakdown or another issue for which Turn2Learn is responsible, Turn2Learn will offer an appropriate remedy in accordance with these Terms and applicable consumer law.
17. Accidents & Incidents
If the vehicle is involved in an accident or incident, the Hirer or driver must:
- Stop safely.
- Contact the emergency services where necessary.
- Not admit liability or agree to settle a claim.
- Obtain the names, addresses, telephone numbers and insurance details of relevant parties where reasonably possible.
- Obtain details of witnesses where available.
- Take photographs or video where it is safe to do so.
- Record relevant vehicle registration numbers.
- Report the incident to Turn2Learn as soon as reasonably possible.
- Cooperate with Turn2Learn and its insurer in relation to any claim or investigation.
Any police reference or incident number should be provided to Turn2Learn where applicable.
18. Breakdown or Vehicle Fault
If the vehicle develops a fault, warning light, puncture or mechanical problem, the Hirer should stop in a safe location where appropriate and contact Turn2Learn.
The Hirer must not arrange repairs or authorise expenditure without Turn2Learn’s permission except where necessary in a genuine emergency.
If the vehicle becomes unusable because of a mechanical fault that was not caused by the Hirer, learner, supervising driver or another authorised driver, Turn2Learn will take reasonable steps to assist.
Depending on the circumstances, this may include a replacement vehicle, rescheduling or an appropriate refund for the affected part of the hire. A replacement vehicle cannot be guaranteed.
19. Damage to the Vehicle
The Hirer must notify Turn2Learn of any new damage occurring during the hire.
Where the Hirer is liable for damage, any amount charged must reflect the applicable insurance terms and/or Turn2Learn’s reasonable loss, subject to applicable law.
Turn2Learn may use photographs, inspection reports, repair estimates, invoices or other reasonable evidence when assessing damage.
The Hirer will not be charged for damage that was already present and properly recorded before the hire. Reasonable wear and tear will not be treated as chargeable damage.
20. Tyres, Wheels, Glass, Interior & Keys
Damage to tyres, wheels, windscreens, glass, mirrors, interior fittings, upholstery, keys or other items may be subject to different insurance conditions or exclusions.
Where such damage is caused during the hire and is not covered by insurance, the Hirer may be responsible for the reasonable repair or replacement cost where legally applicable.
Lost or damaged keys may result in the reasonable cost of replacement, programming and associated recovery or security work.
21. Cleanliness & Smoking
Smoking and vaping are not permitted inside Turn2Learn vehicles.
The vehicle should be returned in a reasonably clean condition.
Normal dirt associated with ordinary road use will not result in a cleaning charge.
Turn2Learn may charge reasonable additional cleaning costs where specialist or excessive cleaning is required because of smoking, vaping, significant spills, stains, excessive mud, bodily fluids, unauthorised pets or other unusually excessive soiling.
22. Fines, Penalties & Road Charges
The Hirer is responsible for charges and penalties arising from use of the vehicle during the hire where legally transferable, including:
- Parking charges.
- Congestion charges.
- Tolls.
- Low-emission or clean-air-zone charges.
- Traffic penalties.
- Similar road-use charges.
Where Turn2Learn is required to identify the Hirer or driver to an authority or process a penalty arising from the hire, a reasonable administration charge may apply if that charge has been disclosed and is permitted by law.
23. Traffic Offences
Drivers are personally responsible for complying with road traffic law.
Turn2Learn may provide driver or Hirer information to the police, DVLA, local authorities or other legally authorised bodies where required or permitted by law.
Serious or unsafe conduct may result in immediate termination of the hire.
24. Bookings & Payment
The price shown and accepted at the time of booking applies to the services included in that booking.
Payment must be made using a payment method accepted by Turn2Learn.
A booking is confirmed when Turn2Learn issues confirmation and any required payment has been successfully processed.
The person making the booking is responsible for ensuring that all information supplied is complete and accurate.
25. Cancellations, Late Cancellations & No-Shows
Customers must provide Turn2Learn with at least 48 hours’ notice if they wish to cancel or request a change to their booking.
Where at least 48 hours’ notice is provided, any refund or rescheduling will be handled in accordance with the applicable booking terms.
If a customer:
- Cancels with less than 48 hours’ notice.
- Fails to attend the agreed collection at the booked date and time without reasonable notice.
- Otherwise fails to attend their booking (a “no-show”).
Turn2Learn reserves the right to refuse a refund, and the full amount paid for the booking may be retained.
Turn2Learn may, at its discretion, agree to reschedule a booking or provide a full or partial refund in exceptional circumstances. Any such decision will be considered on a case-by-case basis and does not create an entitlement to the same treatment for future bookings.
Where Turn2Learn cancels the booking, or where the customer has statutory rights to a refund or other remedy, those rights will not be affected by this section.
26. Cancellation by Turn2Learn
Turn2Learn may cancel or refuse a booking where reasonably necessary, including where:
- The driver is not eligible.
- Required documents cannot be produced.
- Insurance requirements are not satisfied.
- Information supplied is false or materially inaccurate.
- The customer presents a safety or fraud concern.
- The vehicle has unexpectedly become unsafe or unavailable.
- The vehicle has been damaged by a previous customer.
- Circumstances outside Turn2Learn’s reasonable control prevent the hire.
Where Turn2Learn cancels because the vehicle is unavailable and the customer has not caused the cancellation, Turn2Learn will normally offer a suitable alternative, reschedule the booking or refund the affected hire payment, as appropriate.
27. Late Collection
The Hirer should contact Turn2Learn if they expect to arrive late.
Turn2Learn cannot guarantee that the full booked hire period can be extended because of late arrival.
Late arrival does not automatically extend the agreed vehicle return time.
28. Personal Belongings
Customers are responsible for personal belongings left in the vehicle.
Turn2Learn will take reasonable care of property found in a returned vehicle but cannot accept responsibility for loss or damage except where caused by Turn2Learn’s failure to exercise reasonable care or where liability cannot legally be excluded.
29. Vehicle Tracking & Security
Turn2Learn vehicles may contain lawful security, telematics, mileage or location-tracking technology.
Where such technology is used, information may be processed for:

Further information about the handling of personal data will be set out in Turn2Learn’s Privacy Policy.
30. Customer Information
The Hirer must provide accurate information when making a booking.
Turn2Learn may refuse or terminate a hire where materially false, fraudulent or misleading information has been supplied.
Personal information will be handled in accordance with applicable data-protection law and Turn2Learn’s Privacy Policy.
31. Termination of Hire
Turn2Learn may terminate the hire and require the vehicle to be returned where there is a serious breach of these Terms, including:
- Dangerous or reckless driving.
- Unauthorised driving.
- Suspected criminal use.
- Intoxication.
- Insurance invalidation.
- Deliberate damage or misuse.
- Refusal to comply with reasonable safety instructions.
Where reasonably necessary and legally permitted, Turn2Learn may arrange recovery of the vehicle.
32. Liability
Turn2Learn will provide the vehicle and service with reasonable care and skill.
Nothing in these Terms excludes or restricts liability where doing so would be unlawful, including liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, or statutory consumer rights that cannot legally be excluded.
Turn2Learn will not be responsible for losses that were not reasonably foreseeable when the contract was entered into or losses caused by circumstances outside Turn2Learn’s reasonable control, except where the law provides otherwise.
Nothing in these Terms is intended to unfairly restrict a consumer’s legal rights.
33. Events Outside Our Reasonable Control
Turn2Learn will not be responsible for a failure or delay caused by circumstances outside its reasonable control.
Examples may include severe weather, road closures, accidents, emergency restrictions, unexpected vehicle damage, breakdowns, theft or actions of public authorities.
Where such an event materially affects a booking, Turn2Learn will take reasonable steps to minimise disruption and provide any remedy required by law.
34. Changes to These Terms
Turn2Learn may update these Terms & Conditions from time to time.
The version applicable to a booking will normally be the version provided or made available when that booking was made, unless a change is required by law or is expressly agreed with the customer.
35. Severability
If any provision of these Terms is found to be unlawful, invalid or unenforceable, the remaining provisions will continue to apply to the extent permitted by law.
36. No Waiver
If Turn2Learn does not immediately enforce a provision of these Terms, this does not mean that Turn2Learn has waived its right to enforce that provision later.
37. Governing Law
These Terms & Conditions are governed by the laws of Scotland.
Nothing in these Terms removes any mandatory consumer rights or rights relating to where a consumer is entitled to bring legal proceedings.
